This separate, “land-locked” municipality in the Memphis metro area required a plan to reurbanize their downtown area that had become a sea of parking lots bisected with eight-lane highways. The master plan provides a strategy for reurbanization through high-density mixed-use development to dramatically improve the tax base. The plan also provides for a better, interconnected street network for local traffic.
